This house is 4 yrs old and I'm on my second water heater.  This water heater AO Smith has gone out the same wayboth times.  It looks like it expanded and then the bottom leaks and floods my garage.  I noticed the safety strap is loose and you can see where the strap left a indentation on the body of the water heater..  Can anyone help me with this.

Go to Tanklets (link at top of the Tank) and read the one on temperature/pressure relief valves. You either have too-high line pressure (anything over 80 psi) or thermal expansion. That segment talks about all that. You can easily make the tests with a ten-dollar water pressure gauge.
