This may be a stupid question but can a pressure release valve that is going bad be replaced or do I need a new waterheater?If it can be replaced then how do you do it?

Certainly, a bad T&P can be replaced. They just screw into the water heater. If you're doing it yourself, take a look at Know-how under The Basics for some of the steps involved in opening up a water heater.
