Just installed new water heater and tried to light pilot following the operating instructions,note I have gas pressure up to gas control valve and spark at the igniter but no flame,I see alot of posts about new heaters having problems and service calls ,what going on?:(In the beginnig I bought one of the newer whirlpools and found out all the problems and immediately returned it and went with the ge/rheem unit instead,my old heater was a rheem and had great service out of it but today it seems everybody has took a different approach about quality control and service.

I think since it's brand new, you should call GE and say, "Fix it." There is a possibility that the famous glass vial that is part of the Rheem/Ruud/Richmond/GE FVIR system was broken somewhere between manufacture and your house, or it could be something else. But if it's the FVIR, it will take a tech to replace the broken piece.

Can that glass vial be seen from the inspection port?

No it can't. You will need to remove the burner to inspect it. You will also need a new gasket kit if you decide to remove the burner. If the vial was broken you would still be able to light the pilot. It would go out at the time the burner came on. If you bled your lines of air then it sounds like your pilot orifice is blocked or your sparker is not positioned in the path of the pilot gas.
