Looks like little pieces of softener salt but blue. Only comes out when running hot water.

All kinds of thoughts come to mind. First off, how old is your water heater? What color blue? Light blue? Dark blue? What do the particles feel like in your hand? Soft? Hard? Have you ever checked the water pressure?

Tell us more and we'll tell you more.

Hi Randy,

Thank you very much for you reply. the water heater is about 13 years old. The particles is in the blue like the color of "topic review" bar in this page - not too light, not too dark either. The particles are soft in hand and thin, like a piece of very soft jelly. Very appreciate your help.

Hello:  I speak in code sometimes :?  A recirculating line is sometimes used to get hot water quickly at taps.  Also, sometimes it is a way for sediment to leave the bottom of the heater and get distributed far and wide throughout the plumbing.  If you had one, it would be the first suspect in line for your sediment problem.  If not, you likely have bits and pieces of a decomposed dip tube floating up and out of the heater.  So, if there is no recirc line, you might want to check the dip tube, which lives under the cold inlet pipe.

Yours,  Larry

I agree with Larry: check the dip tube. The other possibility was pieces of glass lining, which are also blue. If it were that, it could also indicate pressure issues.
