It sounds like water is constantly running to the hot water heater. The cold water pipe is cold to the touch and the hot water pipe is very hot. The T&P valve is warm. I have turned the power off and the water continues to run. The only way to stop it is to turn the water valve off on the water heater. There is no water leaking around the water heater. Any Idea what this is, do I have a leak somewhere else?

Hello:  There is a leak in the hot plumbing or a fixture somewhere.  Hopefully all the piping is accessable and not run in or under any concrete.  Have a look into the drain line from the house, when no water has been run for a bit.  If water is running in the drain, you're closer to finding the hot water leak.  Look around the perimeter of the house for particularly lush plant growth.  Some plumbers have leak locating tools. ;)

Yours,  Larry

ps.  Don't be in a hurry.  Turn off water to the heater when not in use.  This trick can buy you months.
